Yes, this is fairly simple. See someone new in Water Region? PM them, and ask if they'd like some help, and if they'd be your 'newb'. Then, if they say yes, PM me or post here.
Watch after them for 2 weeks, help them with what they need. Then at the end of those 2 weeks, tell me how they're doing!

Of course, it's win-win, the newbie gets help, and they earn a new friend, while the mentor gets the feeling they did a good deed, and get a friend :D
